I've a 4.0 GPA
My grade average as of right now is 105.
I'm the junior class Secretary.

Clubs:
FBLA - Secretary
DECA - Secretary
HOSA - Historian
Art Club - Vice President
I was also in a couple plays in my school.

Art is what makes me different, I would say. I take all the AP classes my school offers. I'm ranked 30 out of a class of 806. I volunteer at an army medical center.
I'm really passionate about academics. It'd be a dream to get into an ivy league. (Princeton) When should I apply? What more should I do before my senior year?

Your "chances" are about the same and all the other passionate, brilliant and driven young people vying for admission to an Ivy League school -- 10%. Because so many kids focus only on a handful of elite schools, these universities get ten times the number of qualified applicants as they can admit. That doesn't mean you won't get in -- you could be part of the 10%. You will need 4s and 5s on all your AP test, as well as good SAT and/or ACT scores. Think 2200 and 32 respectively. You will need to write compelling essays and get stellar letters of recommendation.

Good luck.

So you're telling us you have a 4.0, you're taking the most rigorous course load you possible can, and you have a class average above 100% which is placing you at 30 out of 806 in your class? Sorry for my skepticism, but something isn't quite adding up. You would be at least top 3, most likely valedictorian at most schools.

Assuming the information you're providing is accurate, you have as good a shot as many. Just realize that your competition will have almost identical stats as yours, so the top tier Ivys (which Princeton is a part of) are pretty much crapshoots to apply to.

Besides, you didn't list your SAT score, and if you haven't taken it yet (or the ACT) make sure to do so soon. My other piece of advice is to do something this summer, don't waste your time goofing off. Do volunteer work, get a job, or what have you. Just make sure you're spending your time wisely.

Each school has different application deadlines and it's on you to look those up.
