It's for my brother. He's sixteen, but I figure it's best we start looking now since he's wanted to do this since he was twelve...

The best piece of advice you should give him is which part of video game design he wants to create. Never get into a school that says they teach "Game Design" because there are multiple skills required to create a game. If he likes the graphic part, he can study 3D animation, if he likes the programing, he can do computer science, and so on.
