feasibility refers to how "do-able" the thing is. technical refers to the details of how a thing is done.
"technical" considerations could include "technological" considerations, but does not require that. Technical feasibility essentially means "doable in practice, as a practical thing". "technological" refers to whether there are technologies which could perform the required tasks and processes. Not quite the same things but they do sometimes get confused.
A question of "technical feasibility" could be an evaluation of a proposed business development. The proposal would require land, money, permitting, and would be constrained by government regulations and public policy and perception. The evaluation of technical feasibility would look at each of those factors, and the costs (both monetary and otherwise) which could prevent the achievement of the project. A project that faced a very negative public perception and many regulatory hurdles might be judged as technically unfeasible (cannot actually get done, not because we cannot physically do it, but because it faces too many roadblocks and could not be done and still be worth the investment). So, while a good idea on paper, the project would face a negative evaluation of its technical feasibility (it would be impractical).

There's feasibility and then there's feasibility; technical feasibility is a different kettle of fish from economic feasibility and social feasibility and legal feasibility.
Technical feasibility is basically 'can we get this to function' regardless of practical considerations (like economic feasibility; 'will we be able to sell this thing (or the stuff it makes) and turn a profit') in other respects.
