Many teachers teach outside their speciality. This doesn't mean that they have no expertise in other areas. The ability to present information in an understandable and interesting manner is very important in teaching, whatever the qualifications.
I know teachers who have qualifications in social sciences but teach maths. They Know much more then their students need to know and do a great job.
What is the problem if you learn all you need and the teacher can ask all necessary questions?

I think it is totally appropriate.
If they are honest though they should teach it as their opinion.
If they are not honest then they will fail you if you disagree.

You could always go to the department head to express your concerns. Its a waste of your time (not to mention excessive amounts of money) for you to go to an attendance-mandatory class to hear a prof or annoying classmate totally derail the lecture. Yes, professors are challenged to keep things interesting, and it's not necessarily a bad thing to go off topic every now and then, but there's a fine line between keeping things fresh and wasting your time.

Your professor is required to keep office hours. Every time they go off topic, go to the office hours and ask them questions that are only marginally related to your real class subject. Perhaps they will take the hint.

Yeah, I agree with you completly. I have had many professors like that.
You are paying to learn about the subject matter for the class that you are enrolled in. I guess they think that since it is their class, they can talk about anything.
I always complain on the end-of-year course evaluation. I think that if enough people complain, they might stop talking about off-topic subjects. Also, maybe their superiors will get on their backs about talking off-topic.

Is it appropriate...no. Unfortunately, in many cases there isn't much you can do about it unless you can prove that the instructor is behaving in a way that is detrimental or dangerous to the students' education. You could turn the prof into the department chair, but before you do that I would finish the class. Then I would consider whether or not you could ever have this prof again. If you do go to the dept. chair, make sure you have your facts straight.
