University test banks and solution manuals?

I have read lots about people buying them on the Internet, and lots of threads saying people were caught buying or having them.
What I want to know is how the hell these people were caught? How could the school possibly know?

It's pretty easy to tell if the professor actually uses the test bank or assigns problems from the book. It's easy to tell when students are just copying the solution and don't know what they're doing. But most professors don't use either, and write their own test questions, so cheating isn't helping the students.
