The Bach.English (Hons) course in Unitar International University is a provisional accredited programme. ( http://www.mqa.gov.my/pasp/english/PAResultE.cfm )

Does that mean it's not accredited by MQA? and we all know how deadly important accreditation from MQA is.
Does Provisional Accreditation means it's on probation?

It says on the site given that the end date of provisional status is 28/08/2015. So if the course of the university doesn't meet the requirement by that date, does that mean my course is not accredited? or in a different scenario, if I graduate and the status is still provisional, does it mean the same?

Is it wise for me to risk taking this programme given its MQA status?

Because after gaining a Bach.of English I'm planning on getting a teaching license and teach in public schools. Unfortunately my result isn't qualified enough to enter IPTA so IPTS is my only option.

I know I have a lot of questions to swallow but please, I can't express how important this is to me. It's my future! and this question may help other prospective students as well!

Help me please! The intake is too near for comfort!

To answer your headliner, the simple answer to that is - No, 'Provisional Accreditation' means the programme HAS obtained accreditation.

Of course in the accreditation of any programme, the programme will be given provisional status until it is time for the gaugement of the first cohort of the programme. In undergraduate programmes, this means that MQA will wait for the first batch of students to reach final year so that they can find out whether the programme has achieved its Learning Outcome requirements.

If the programme is ok, then all is good and well. If not, then MQA will recommend an action plan.

Looking at the date of the programme, I can say the risk is minimal on your end. This is because if you are admitted into the programme then you will not belong to the first batch :)

Therefore, listen to me and enrol and chase your dream!

Hope this is useful and I wish on your every success.
