Small, private college or big, state university?

There are no mid-sized school's I am interested in within my area. The big school is a tier 3 school with a rep for being a party school, but has a good Mass Comm Program. The small school is a tier 1 school with a new, probably not as good Mass Comm program, but better advising and placement. Any thoughts, ideas, suggestions, or personal experiences?
